What should my first move on the board be?
Look for two identical planes that can merge right away before you create a new unit. Merge from the lowest useful level upward and leave one slot open so a new plane cannot block a needed combination.
Why does the board feel stuck when it is full?
A full board can hide the merges that are available and leave no room to reposition. Free a slot by combining duplicates, then spend resources only where the move leads to another useful pair.
